Water Conservation
As part of California's water conservation efforts, California's Department of Water Resources and Integrated Water Reuse Management Center recommended that hotels,motels and restaurants "switch from wet or steam carpet cleaning methods to dry powder methods."

Individual Cities:

The City of San Clemente's "Local Implementation Program" dealing with water conservation and pollution instructs industrial consumers of water to "reduce use of water or use dry methods" (see Section IC4).
